Before the war, our team worked out policies for further systemic reforms in Ukraine and created conditions for an investment jump.

Wartime sets different priorities and requires different approaches, different scales and different skills. Therefore, we are currently focusing not only on those projects that will help Ukraine to win and overcome the economic consequences of Russian aggression but also work on social initiatives that help save, rehabilitate and return specific people to full-fledged social activity

An expert in the development and construction of innovative ecosystems, the head of the Supervisory Board of the Ukrainian Startup Fund (2019-2021), coordinated the work on creating an open data portal in the field of public finance (2015-2018). Has experience in project and personnel management. She worked for 15 years in the banking sector in managerial positions. She developed business strategies, policies, and internal regulations, and described business processes. Master of banking at the Kyiv National University of Economics, Vienna University of Economics and Business (M&A program, 2011-2012).

Ambassador Extraordinary and Plenipotentiary of Ukraine to the USA.

Minister of Finance of Ukraine in 2018-2020 and First Deputy Minister of Finance in 2015-2018, co-author of the successful macroeconomic recovery program of Ukraine. She was responsible for the reform of the state finance management system. Coordinated the opening of data in the field of public finance, initiated and implemented the E-data project.

The Ministry of Finance under the leadership of Oksana Markarova developed the first three-year budget declaration and increased the efficiency of public debt management. With Ms. Markarova's active participation, the reform of the corporate management of state-owned banks and the reform of the state fiscal service, the reform of customs, and the reform of the financial control bodies were carried out.

Oksana Markarova earned a master's degree in international public finance and trade from Indiana University (Bloomington, USA) and a master's degree in environmental studies from the Kyiv-Mohyla Academy.

Volodymyr Tikhonov

Leader in innovation and information technologies

Information technology expert with 20 years of experience in building and implementing IT systems in the banking, government, and commercial spheres. Has practical experience in digital transformation and optimization of business processes. Several projects on the transparency of the use of public funds have been implemented, the "Logica" local budget management system has been designed and implemented, a repository of analytical data and directories has been designed and implemented, an automatic VAT refund system has been implemented, the basic architecture of the software PRO has been developed, and an electronic excise stamp system has been designed and implemented. 2018 - 2020 – adviser to the Minister of Finance, responsible for the IT direction.

Economist with knowledge in the field of public policy and research interests in areas of fiscal policy, social sphere including health care and labor market policy, and macroeconomic forecasting. Since 2002, she has been a leading researcher at the Institute of Economic Research and Political Consulting, and a participant in international research projects. From November 2018 - February 2020, she was an adviser to the Minister of Finance, who acted as the Chief Economist of the Ministry of Finance. She received a master's degree in economics from the Kyiv-Mohyla Academy (EERC program). Deputy Minister of Finance of Ukraine 2018-2020. Master's degree in economics in 2001 from Syracuse University (New York, USA) and two bachelor's degrees in economics and political science from the Kyiv-Mohyla Academy. Since October 2023, since Yuriy has been working as the Deputy Minister of Defense of Ukraine, his membership in the Foundation has been suspended

10 years of practical experience in public activities, and implementation of projects in the field of communications and PR. 

He has experience in developing and implementing communication strategies, project management, and team building. 2015 - 2019 - coordinated the communication and educational direction of the E-Data project, 2019-2020 - Advised to the Minister of Finance, was responsible for the creation and work of the Department of Communications of the Ministry.
She founded and implemented several successful all-Ukrainian volunteer initiatives, in particular, the Ukrainian language learning platform E-mova.
